Locust Grove City Manager Don McKenzie said city officials worked hard to keep all employees on staff as they set the 2011 budget, and they succeeded. There are no layoffs or furloughs planned for any of the city's 46 employees, he said.

"We're sound," he said. "We're pretty stable, as long as the economy doesn't get worse ... As a matter of fact, we gave a Christmas bonus."
