Taking a tour of the Henry County Department of Family and Children Services (DFCS) facility last week, Director Phyllis Shrader jarred me with one particular tidbit of information. Some of her caseworkers are managing overall loads of roughly 1,000 cases each. After digesting that fact, I returned to DFCS a few days later to delve into the details of an over 90-employee operation that processes payments and other assistance totaling around $30 million per year.
