McDONOUGH — To Carlotta Harrell homelessness doesn’t diminish by not taking notice.

A Georgia Department of Community Affairs report from its Continuum of Care network, also known as CoC, includes the GA-501 network. In 2021 the network reported an overall count of 1,896 for the homeless population who were in emergency shelters or transitional homes within Henry, Newton and Rockdale counties.
