Though the state is not currently in a drought, the Henry County Water & Sewerage Authority (HCWSA) is getting a head start in preparing for these conditions.The Authority, partly in response to an upcoming mandate and partly due to the rate of growth in the county, has initiated outdoor watering restrictions, which will become effective Thursday.
